Administrative Procedure Act (APA)
5 U.S.C. § 551 et seq.
The APA governs how federal agencies propose and issue regulations and adjudicate cases. It requires notice-and-comment rulemaking (publish proposed rule, accept public comments, issue final rule with response) and provides for judicial review of 'arbitrary and capricious' agency action.
