Notice-and-Comment Rulemaking

5 U.S.C. § 553

For most legislative rules, an agency must publish a Notice of Proposed Rulemaking in the Federal Register, give the public an opportunity to comment (typically 30–60 days), and publish a final rule with a statement of basis and purpose. Final rules are codified in the Code of Federal Regulations (CFR).
