Common law develops through judicial decisions. Under stare decisis ('to stand by things decided'), courts follow precedent from higher courts in their jurisdiction. Decisions of courts in other jurisdictions are 'persuasive' but not binding. Precedent provides predictability and may be overruled only for strong reasons.
